城市已是全球半数以上人口日常生活的重要环境,成为促进公共健康的关键空间载体,需要学者和实践者研究和编制综合治理方案,以改善人类不良健康状况,推进健康城市建设。自世界卫生组织于1984年提出健康城市的理念以来,健康城市的研究和规划实践在全球范围内开展。大量研究揭示,城市空间要素对慢性非传染性疾病患病(运动缺乏、肥胖、心血管和呼吸系统疾病、癌症等)有显著影响,而新型冠状病毒肺炎的全球性灾害更暴露了当前城市系统在抵抗传染性疾病传播、预防和处理突发公共卫生事件方面的不足。突发公共卫生事件的应对是健康城市规划和治理的长期挑战,需要政府、企业和社会间的跨界合作,各国抗击新型冠状病毒肺炎的举措也再次强调了一系列城市系统要素在城市治理过程中的重要性,如社区建设、医疗设施配置、高效的物流系统和大数据分析能力。通常情况下,日常紧急事件对城市脆弱群体影响尤甚,一旦大型灾害和传染性疾病席卷城市,这些脆弱群体的困境将急剧恶化。城市规划和突发公共卫生事件防控的关系有待进一步探讨。

 

城市建成环境与公共健康研究已在全球范围内获得了众多院校和机构的关注。大多数研究活动以独立或区域间的个人短期合作形式为主,缺乏联合研究和资讯分享的全球性平台。因此,我们发起健康城市研究国际网络的倡议,号召全球学者加入,促进健康城市规划治理的研究和实践。

 

健康城市研究国际网络作为非政府非盈利性的学术联盟,将汇集致力于健康城市的研究者和实践者,鼓励健康城市的联合研究,共同编制健康城市标准和设计导则。我们将定期举办会议或工作坊,分享城市规划和治理的研究成果、最佳实践案例和前沿动态,发布规划项目和研究团队的招募信息,收集和共享教学资料。通过以上组织形式,该国际网络旨在联合全球城市规划、地理学、城市科学、医学、公共健康等相关领域的学者,研究健康城市的规划、设计和评估,优化慢性疾病和突发性传染病的控制和预防,提升公共健康和人类福祉。


 

Cities now house more than half of the world’s population. At the forefront of many pressing public health issues, cities can greatly benefit from timely research on and development of comprehensive governance programs aimed at human health and well-being. Since the concept of healthy city was introduced by WHO in 1984, research and planning for healthy cities have been carried out around the world. Numerous studies have demonstrated the significant impact of urban spatial elements on the spread of non-communicable chronic diseases (physical inactivity, obesity, cardiovascular and respiratory diseases, some cancers, among others). At this time, the global COVID-19 pandemic has vividly exposed the deficiencies of current urban systems in helping to prevent the spread of infectious diseases and to support public health emergency capacity and preparedness. Battling against public health emergencies is a long-term challenge, which requires adapting approaches to comprehensive city planning and governance to unexpected events, and demands collaboration between government sectors, industries, and civil society. The recent COVID-19 containment efforts by different countries point to the growing importance for city governance to address a range of urban systems elements, including community building, well-distributed healthcare infrastructure, efficient goods delivery system, and capacity for big-data analysis. Under normal conditions, everyday health emergencies disproportionately affect vulnerable urban populations. Large-scale disasters, epidemics, and pandemics only exacerbate the plight of the urban disadvantaged.  How urban planning can serve to prevent and control public health emergencies, big and small, urgently needs further investigation.

 

Studies of urban built environment and public health have received worldwide attention by universities and organizations. However, most research activities have been conducted independently by scholars or have taken the form of short-term collaborations between individuals. There is a lack of global platforms for collaborative studies and information sharing. We propose to establish the International Network for Healthy Cities Studies, calling on scholars to join in to promote research and practice on healthy cities around the world.

 

The International Network for Healthy Cities Studies is a non-governmental and non-profit academic organization, which aims to bring together researchers and practitioners committed to healthy cities; to encourage collaborative research on healthy cities; and to jointly develop healthy city planning and design standards and guidelines. The Network will hold regular meetings and workshops to share research findings, best practices, and development trends on the urban planning and governance of healthy cities. Opportunities for consultation in planning projects, participation in research teams and further dissemination of education material will be collected and published via the Network website. By providing these services, the International Network aims to unite scholars in urban planning, geography, urban science, medical science, public health, and allied fields; to further study the planning, design, and evaluation of healthy cities; to optimize urban systems for the prevention and control of chronic and infectious diseases; and to promote public health and human well-being.
